Instead of using its short session to repeal and remedy the devastating laws passed last summer, the state legislative leadership made the situation worse this session.

News from The Hill Ferguson fuels 'kill switch' debate

Tech and civil liberties groups are pushing back on a California "kill switch" bill that they warn could be used to silence protests like the ones seen this week in Ferguson, Mo.

Critics say a California bill passed on Monday contains a dangerous carve-out that could give law enforcement the power to shut down cellphones during emergency situations, possibly including public demonstrations.

The California bill is aimed at curbing cellphone theft by requiring all smartphones sold in the state — home to 37 million people — to come equipped with a feature that allows users to remotely wipe their personal data and make the devices inoperable.

Texas Gov. Rick Perry (R) forcefully stood behind his actions after he was indicted on Friday, and called the decision to charge him "an abuse of power."

Perry was indicted on felony charges by a grand jury in Austin for allegedly abusing his veto power to force the resignation of a Democratic prosecutor.

From the Hill: Congress goes after the police.

Lawmakers are targeting police with new and old pieces of legislation in the wake of riots in a St. Louis suburb sparked by the killing by a police officer of an unarmed black teenager.

Much of the focus has been on the heavy military equipment many local police agencies have received from the Pentagon under a 1991 law meant to combat drug dealers.

Sen. Carl Levin (D-Mich.), chairman of the Senate Armed Services Committee, said Friday that program will not get a rubber stamp when it comes up for reauthorization later this year.

News from The Hill: Gov. Rick Perry indicted for abuse of power

Texas Gov. Rick Perry (R) was indicted Friday by a grand jury in Austin for threatening to veto funding for the state's public integrity unit.

A complaint was filed last year claiming that Perry abused his official powers by threatening to veto $7.5 million for public corruption prosecutors in the state.

On Friday, a grand jury indicted Perry on two felony counts – coercion of public official and abuse of official capacity, according to The Associated Press.

DURHAM, NC - Two judges have now dismissed 13 cases against Moral Monday arrestees on the Constitutional grounds that Police Chief Jeff Weaver's order to leave the General Assembly building was not "narrowly tailored," that the Legislative rules were vague and overbroad and that the Moral Monday arrestees' constitutionally protected right to assemble, speak and redress their grievances were violated by these arrests on June 24 and July 15, 2013. These rights were protected by the First Amendment to the United States Constitution and Article I, Sections 12 and 14 of the North Carolina constitution.

Now that the bogus "biggest raise in NC history" claim has been debunked, folks are taking a closer look at the numbers.
McCrory claimed he would veto any budget that cut teacher assistant funding, yet school districts are already reporting teacher assistant funding shortfalls that may cost them hundreds of positions.
For many veteran teachers, raises will be less than 2% and this budget does almost nothing to improve our ranking of 46th in the nation for per pupil standing. Textbook funding is still far below previous years, so chances are your kids will have outdated textbooks and might not even be able to bring them home!
Join teachers, parents and concerned citizens who are all speaking out against this budget and the ongoing attacks on public education!

Butterfield Introduces Bill to Provide Immediate Medical Leave for New VA Employees with Service-Connected Disabilities

WASHINGTON, D.C. – Congressman G. K. Butterfield (NC-01) has introduced H.R. 5323, the Medical Leave for Veterans Act.  The bill seeks to ensure that newly-hired returning veterans with service-connected disabilities who are full-time Department of Veterans Affairs (VA) employees are able to receive the medical care they need without having to take unpaid leave. 

Under current law, full-time Department of Veterans Affairs (VA) employees accrue a total of 104 hours, or 13 days, of annual sick leave.  While unused annual sick leave may be carried over from year to year, first-year full-time VA employees start their careers in the federal workforce with a zero sick leave balance.  This lack of initial leave for full-time VA workers in their first year on the job is particularly onerous for those who are also disabled veterans. 

“I am pleased to introduce this important bill with Representatives Jones, Lynch, and Price that will enable disabled veterans working for the VA to receive the care they need and have earned,” Congressman G. K. Butterfield said.  “Too often disabled veterans must take unpaid leave during their first year of public service to attend medical appointments or physical therapy due to service-connected disability.  This bill will benefit veterans working at VA facilities in Durham, Elizabeth City, Goldsboro, Greenville, and throughout North Carolina.  I urge my colleagues to pass this bill to enable employees of the VA who are veterans to access the care they need without sacrificing their livelihoods.”   

Specifically, Butterfield’s bill would:

  • Provide first-year VA employees with a service-connected disability rating of 30% or greater with 104 hours of “Medical Leave for Veterans” for the purposes of undergoing medical treatment for their disability.
  • Require the Secretary of the VA to implement a system for certification for such leave.
  • Limit any unused “Medical Leave for Veterans” from being carried over to the following year.
  • Provide medical leave to all first-year VA veteran employees with service-related disability, including non-combat related injuries.  It also covers employees as defined in chapters 73 or 74 of title 38, U.S.C., and includes physicians, dentists, registered nurses, optometrists, physician assistants, and podiatrists. 

If passed, the Veterans Medical Leave Act would take effect one year after enactment, and require the VA to issue regulations within six months of enactment.

The bill is cosponsored by Representatives Walter Jones (NC-03), Stephen Lynch (MA-08), and David Price (NC-04), and compliments H.R. 5229 which impacts title 5 federal employees, but not title 38 VA employees, with service-connected disabilities.

Not realizing she hadn't actually hung up the phone after the conversation, Garriss told someone else in the office that "some idiot teacher" had called and made her "blood boil." A glimpse at how some legislative insiders regard the state's teachers.

The Mountain People’s Assembly, a coalition of WNC organizations, and regional WNC NAACP Branches, will host the return of Mountain Moral Monday, a non-partisan program that will highlight the destructive policies enacted by the N.C. statehouse over the past year while strongly focusing on the voter empowerment campaign, “Moral March to the Polls.”
The event will feature Rev. Dr. William J. Barber, II, President of the NC NAACP and other guest speakers, as well as musical entertainment. In addition, there will be opportunities for participants to get involved in voter registration, education and Get-Out-The-Vote (GOTV) efforts during the current mid-term election cycle. ‘Moral Freedom Summer’ Organizers and volunteers will be available to help register voters.
